Use a dedicated wheel cleaner for the wheels and a proper tire cleaner for the rubber. Wheels collect brake dust, road salt, and metallic fallout that regular car soap will not fully break down. Tires need something strong enough to strip old dressing and brown residue. Spray, agitate with the right brush, and rinse thoroughly. Do not let product dry on the surface.
That brown look is oxidation and built up road grime working its way to the surface of the rubber. A quick wash will not remove it. You need a true tire cleaner that pulls that contamination out of the pores of the rubber. Once the tire is fully cleaned and rinsed, then apply dressing. Clean rubber first, shine second.
Dress them after every wash if you want that finished look. The key is applying to clean, dry rubber. Over applying or layering product on dirty tires is what causes sling and uneven shine. Thin, even coats win every time. If you want longevity, focus on prep and let the product bond properly.
